This United States Copyright Office guide is designed to help educators and librarians apply fair use for educational purposes (last revised in 2014). These guidelines are not codified into law but maybe be useful as guidelines not-for-profit educational institutions.
These guidelines do not cover for-profit or non-educational institutions. Court cases (case law) has made it clear there are no bright lines/closely-defined boundaries in Fair Use, and each use should be weighed against the Fair Use guidelines.
